I just won a banner contest and I got $15 for it. I wanted to somehow make use of this skill of mine in fiverr but I think $5 isn't worth the effort, I'd like to mkae it $15/banner or logo. is it fair?

You should show your previous work. Without it, we can't accurately judge what a good price would be. What do you use? How long have you used it? These are the main things that will be used to find what a good price it.

Prizes.org used to offer contests like this, I recently one a logo for $225 on there. However they announced they will be closing down in a few months. I think logoarena.com has a similar set up, but you need to have at least 10 professional logo samples before you can even join to compete.

Using of Adobe Photoshop you can make nice banners but price is depending upon content and place of posting also variable according to the site traffic.
